All good points. My experience has been that what proponents of "native" speakers as teachers really need is proficient speakers. In China, I found that the teachers of English were not proficient enough to be understood and their teaching methods were less than ideal. I do not think that instructors and models need to be L1 speakers, but they should be proficient enough to be understood by anyone who speaks English, L1 or L2.
