An agenda can be helpful, but as you wrote, it is not as important as the objective.

I have seen a lot of organizations that have made ‘all meetings having an agenda’ the rule, but to be honest, I find that less important than defining the objective.

An agenda can be helpful, but as you wrote, it is not as important as the objective. Agendas can be just a list of topics for a "leader" to drone on and on about.
